Here is the note that I received yesterday from my apartment management:
"Activation of Air-Raid Siren
Please be informed that there will be testing of the air-raid siren from the Shanghai Municipal People's Government on 17 September 2011 from 11:35hrs to 12:03 hrs. This activation is to test the system and enhance awareness of the general public.
Please do not be alarmed when hearing the siren."
Not sure this video will translate just how it sounded but let's give it a shot...

I am glad that they are so on top of possible emergencies in such a populated area. Don't be alarmed by the alarm.
